Ms. Frazier started in 1995 with Youth Advocate Programs, Inc. (YAP) as a Payroll Manager. In 2001, Ms. Frazier and her family moved to Philadelphia at which time she transitioned her role with YAP for one year to provide fiscal support to the Cost Reimbursement Department. While she was in Philadelphia, Ms. Frazier was employed by a for-profit nursing agency as a Senior Payroll Coordinator. During her time with this agency, Ms. Frazier was elevated to the position of Human Resource Representative. Her employer afforded her the opportunity to attend Villanova University, taking some Continuing Ed Studies. She received certificates in Human Resource Management and Professionalism in Human Resources in 2004 from Villanova University. Ms. Frazier was then promoted to Benefits Administrator. In 2005, Ms. Frazier and her family returned to the Harrisburg area where she rejoined YAP as the Director of Human Resources.

As Chief of HR for YAP, Ms. Frazier oversees the administration of Worker's Compensation, Unemployment, Benefits, Recruitment and Retention, and Personnel Policy and Procedures. She provides internal training to YAP Directors and Administrative Mangers on various Human Resources subjects. Ms. Frazier works very closely providing support and guidance to all field offices and YAP Leadership. She also works with several outside consultants to ensure the infrastructure of the agency's Human Resource Department. Since receiving her Professional in Human Resources (PHR) certification, Ms Frazier has taught several modules of the PHR manual. Ms. Frazier holds the following professional memberships: Society of Human Resource Management (SHRM), and a member of Human Resource Professionals of Central Pennsylvania.
